Wspomniane ograniczenia nasuwaj\u0105 jednak szereg elementarnych pyta\u0144. Jak w\u0142adze gminne postrzegaj\u0105 ten instrument prawa, czy tworzenie plan\u00f3w jest w oczach w\u0142adz samorz\u0105dowych problematyczne i jakich zmian systemowych oczekuj\u0105 samorz\u0105dy by jako\u015b\u0107 kszta\u0142towanej przestrzeni urbanistycznej by\u0142a lepsza? W ramach badania prowadzonego w marcu 2017 r. skierowano do w\u0142adz samorz\u0105dowych ankiet\u0119 badawcz\u0105 nt. \u201esposobu postrzegania przez w\u0142adze gminne obowi\u0105zuj\u0105cego w Polsce prawa planowania przestrzennego i budowlano \u2013 inwestycyjnego w kontek\u015bcie skuteczno\u015bci realizacji zamierzonego rozwoju przestrzennego gmin oraz oczekiwanych przez samorz\u0105dy kierunk\u00f3w zmian tego prawa\u201d. Niniejszy artyku\u0142 prezentuje uzyskan\u0105 ocen\u0119 instytucji m.p.z.p. oraz najbardziej oczekiwane przez samorz\u0105dy zmiany prawne. Formu\u0142uje tak\u017ce tez\u0119 o niesp\u00f3jno\u015bci oczekiwa\u0144 w\u0142adz gminnych z kierunkami realizowanych przez lata zmian prawnych w Polsce i podejmuje pr\u00f3b\u0119 okre\u015blenia potencjalnie akceptowanych i sprzyjaj\u0105cych jako\u015bci kszta\u0142towanej przestrzeni alternatywnych rozwi\u0105za\u0144 systemowych.<\/p>\r\n\r\n\r\n\r\n<p><strong>S\u0142owa kluczowe: <\/strong>instrumenty prawne planowania przestrzennego, miejscowy plan zagospodarowania przestrzennego, oczekiwania samorz\u0105d\u00f3w gminnych, badanie ankietowe<\/p>\r\n\r\n\r\n\r\n<p><strong>Abstract: <\/strong>Municipal governments in Poland implementing spatial policy are obliged to act strictly within the limits of applicable laws. The land development plan is one of the basic instruments for shaping spatial policy at the local level. The legal provisions defining the manner of creating and functioning of the plan are therefore crucial for the effects of the spatial policy of local governments. The research has attempted to answer the question whether the creation of land development plan is problematic for local authorities and what systemic changes are being most expected. The research poll was prepared and addressed to a representative group of communal authorities in Poland. The article presents broad expectations of local governments regarding legal changes in the plan creation process. These changes are mostly perceived as actions aimed at procedural simplification in the area of creating or changing local land development plans as well as correcting and explaining the errors appearing in these documents. Changes aimed at strengthening planning activities by means of additional analytical studies or to increase the scope of the plan\u2019s arrangements were considered by responding authorities as not relevant and unnecessary in the legal system. The collected information also allows to formulate a thesis on the inconsistency of the expectations of communal authorities with the directions of legal changes over the past years in
